I just read on the About Atlanta blog the that Aquarium will be getting dolphins in 2010. Are there plans to allow visitors to swim with them?

Currently the Georgia Aquarium offers a program that will allow you to swim or dive with the Whale Sharks. http://www.georgiaaquarium.org/swimOrDive/index.aspx

Not sure about the Dolphins.
